This command opens a TEA file. The next cmdTEAREAD or cmdTEADATA command will set the file mode. A cmdTEAREAD command will make the file read-only. A cmdTEADATA command will make the file write-only. A File ID that is out of range will generate an error message. Trying to open a TEA file after it has already been opened will generate an error message.
The reply packet contains cmdTEAINIT and the file index.
